Exeter has an exceptional concentration of Victorian and Edwardian housing — the terraces of Heavitree, St Thomas and Pinhoe village; the semis of Pennsylvania and Polsloe; the townhouses of the city centre; the merchant properties of Topsham. These buildings were built to last, and their roofs have been doing so for 100–130 years. But the maintenance they require is quite different from the post-war estate housing that makes up the other half of Exeter’s residential stock.
Victorian and Edwardian roofs in Exeter need Welsh slate matching, lime mortar rather than cement, and heritage lead work. Conservation area properties require like-for-like materials. These roofs, correctly maintained, outlast modern coverings — the slate itself often remains sound after 130 years.
A Victorian or Edwardian roof in Exeter is built on the same fundamental principle as a modern roof, but with different materials and different failure modes. The covering is almost universally Welsh slate — quarried in North Wales and shipped south by rail and coastal vessel to Devon ports from the 1840s through to the 1930s. The ridge is clay ridge tile, bedded in lime mortar. The valley is lined with lead. The chimney stack is brick or stone, pointed in lime mortar, with lead step flashings and an apron.
The original construction was high quality. Welsh slate has a design life measured in centuries when correctly maintained. The lime mortar used throughout — in ridge bedding, chimney pointing, and wall construction — was the correct specification for masonry of this age, flexible enough to accommodate thermal movement without cracking, and breathable enough to allow moisture to cycle without being trapped.
The principal enemies of Victorian Exeter roofs are not the weather — these buildings have survived 120+ Devon winters — but inappropriate repair. Cement mortar used in place of lime, incorrect lead code in replacement flashings, and pressure washing of the slate surface all cause accelerated damage to original fabric that is difficult and expensive to reverse.
The Welsh slate on Exeter’s Victorian and Edwardian terraces is, in most cases, still serviceable. Original slate from the 1880s and 1890s has a minimum lifespan of 150 years, and Penrhyn and Dinorwic slate regularly achieves 200 years. The decision to repair or replace is rarely about the slate itself.
Historic England guidance recommends lime mortar over cement on pre-1919 buildings, as cement's rigidity and impermeability cause spalling and trapped moisture in period masonry.

Nail condition: Original Victorian slate was fixed with copper nails. These have excellent corrosion resistance — copper does not rust. Where original copper nails survive, the fixings may still be sound even after 120 years. Where steel nails were used in repair or partial replacement work from the 1960s–80s, nail sickness is common and these sections show progressive slippage.
Batten condition: Victorian battens are typically sawn green oak or elm, dried in place. Some survive in excellent condition; others have deteriorated due to previous underlay or gutter failure. Where batten replacement is required during re-slating, we use pressure-treated softwood at the correct spacing for the slate size.
Replacement slate: Matching Welsh slate for repair work requires access to reclaimed material from the same quarry regions. Penrhyn slate (grey-blue, fine crystalline face) differs from Ffestiniog slate (blue-grey, slightly rougher face) and both differ from the common Spanish slate used on post-war re-roofs. Lime mortar is the correct specification for all external masonry jointing on pre-1900 Exeter properties, including ridge tile bedding and chimney stack pointing. This is not a heritage preference — it is a structural requirement for the original building materials.
Victorian brick and stone was laid in lime mortar and has been in equilibrium with lime mortar for 100+ years. When cement is introduced into a lime mortar repair joint, differential thermal movement creates a stress concentration at the cement-lime interface. The cement expands and contracts at a different rate from both the lime mortar and the masonry unit, eventually spalling the face off the original brick or stone.
Cement mortar in chimney stack pointing is the single most common cause of brick face loss on Exeter’s Victorian terraces. We have seen chimneys with every visible brick face partially spalled due to historical cement repointing from the 1960s–80s, when cement was regarded as the universal upgrade. It was not.
Hydraulic lime mortar, specified to the correct NHL strength for the masonry hardness, is the only appropriate material for Victorian ridge bedding and chimney repointing in Exeter.

The original work on many Topsham and Heavitree properties shows the quality of traditional dressing technique: bossed (formed) rather than bent, with correctly dressed soakers beneath step flashings, and soldered joints in the back gutter.
This original lead is now 80–120 years old and has typically developed fatigue cracking at fold points. Full replacement is usually required on period properties that have not had lead work carried out since original construction, and the quality of the replacement should match the original dressing quality.
For Topsham’s listed and conservation area properties, we carry out all lead replacement work using traditional bossing technique rather than power-formed profiles. The difference is visible in the quality of the dressed detail and the fit at the chimney face.
Significant areas of central Exeter, Heavitree, St Thomas and Topsham are within conservation areas managed by Exeter City Council and East Devon District Council. This affects roofing work in practical ways.
Material changes: Changing the roof covering on a visible elevation of a conservation area property — for example, replacing Welsh slate with concrete tile — requires prior notification and may not receive consent. The default position is like-for-like matching.
Listed buildings: Exeter has a significant number of listed buildings across all grades. Any material alteration to the roof covering, chimneys or lead work on a listed building requires listed building consent. Permitted development: Like-for-like repair and replacement on non-listed conservation area properties is generally permitted development — no consent required. The test is whether the work changes the external appearance.
