A flat roof rarely fails without warning. The signs of deterioration are visible weeks or months before water reaches the ceiling — but only if you know what to look for. This guide explains how to inspect the three most common flat roof systems in Devon: felt, GRP and EPDM.
Signs of a failing flat roof include ponding water 48 hours after rain, splits or blisters in the membrane, and internal ceiling staining. On felt roofs, look for surface cracking and lifting laps. Early detection allows repair before water reaches the deck and structure.

Early stage (2–4 years before failure): The felt surface develops a network of fine surface cracks, sometimes called alligatoring, where the surface bitumen has dried and contracted. The cracks are shallow and the felt membrane beneath is intact. Treatment at this stage — a cold-applied surface coating — can extend the roof’s life by 3–5 years.
Mid stage (1–2 years before failure): Lap joints begin to part. Run a finger along the edge of any visible felt overlap on the roof surface. If the laps lift or feel loose, the adhesive bond has failed. Water will eventually find its way beneath the lap during sustained rain.
Late stage (imminent failure): Blistering — bubbles of air or moisture trapped beneath the felt surface — indicates the membrane has debonded from the deck. When a blister bursts, the deck beneath is immediately exposed. Ponding water (visible after rain as standing water on the surface) indicates the drainage fall has been lost or the outlet is blocked. Ponded water puts sustained hydrostatic pressure on any weakness in the covering.
GRP fibreglass is significantly more durable than felt but can develop specific failure modes, particularly in Devon’s UV exposure and at the perimeter details where the GRP meets the wall or fascia.
Topcoat degradation: The protective topcoat on GRP gradually chalks under UV exposure over 10–15 years. This is visible as a slightly powdery or dull surface finish, sometimes with light surface crazing. The laminate beneath is intact at this stage. A re-coat of topcoat restores protection and extends the roof life significantly without full replacement.
Perimeter disbonding: Run a finger along the edge trim where the GRP meets the wall upstand or fascia trim. Any lifting, gaps or de-bonding at the trim suggests the perimeter seal has failed. This is the most common GRP failure point and also the most maintainable — re-sealing perimeter trims is a straightforward repair.
Impact damage: GRP can be cracked by impact — a heavy branch, a tool dropped during maintenance, or hail during a severe event. A crack in GRP is immediately visible as a white fracture line. It requires prompt repair — GRP is waterproof only when intact.

Seam inspection: EPDM is installed in large sheets with adhesive seams where sheets overlap. Press firmly along any visible seam. The seam should be completely bonded with no bubbling, lifting or separation. A delaminating seam is a water ingress risk that should be re-bonded promptly.
Perimeter and drain detail: EPDM perimeters are sealed with liquid-applied flashing or mechanical termination bar. Check that the flashing around the drainage outlet and along all wall abutments is fully bonded. Devon’s tree canopy creates debris accumulation around drain details that can hold moisture and degrade the sealant.
Puncture or impact: EPDM is resilient to minor impact but can be punctured by sharp objects. Inspect the membrane surface visually for any obvious punctures, which appear as small circular breaks in the surface.
The decision between repair and replacement depends on the extent and type of failure found. Early-stage felt degradation with sound laps and no blistering can be treated with a surface coating for 3–5 additional years. A felt roof with open laps, multiple blisters and ponding is past treatment and should be replaced — continuing to maintain it produces diminishing returns.
GRP topcoat degradation is straightforwardly repaired with re-coating. GRP with cracked laminate or failed perimeter seals needs the specific failure addressed; this does not normally require full replacement.
